Beach Walkway Replacement Project
 
Goals:
·      Replace existing walkway over sand dunes from Chalet property to the beach and meet current Building Code and environmental requirements
·      Provide safe access.
·      Improve / update the esthetics
·      Improve power and lighting
 
Background / Rationale:
·      The railings and decking of the existing walkway presented hazards from splinters and weakened structure.
·      The existing walkway was damaged during two hurricanes in the last 4 years.
·      Deterioration of railings, decking, and structural supports was substantial and repairs made proved to be short-term due to the deterioration of the wood.
·      Informal inspection gave rise to concern that substructure was deteriorating.
·      The Beach Walkway Replacement was not an option in the Imagine 2026 survey.
 
Status:
·      23 Feb 23 Board Meeting Minutes
o   One quote was received for the Boardwalk replacement for ~$100K
o   A second bid was being sought
·      3 May23 Board Meeting Minutes
o   Discussion of Boardwalk/Dune Crossover replacement as Boardwalk is in serious
o   disrepair.
o   Quotes received of $99,000 from Blue Marlin, and $144,000 from Collier Seawall.
o   Replacement walk will be the same footprint and style as current.
o   A Special Assessment authorization in the amount of $88,500 or $983.33 per unit is needed to pay for the replacement of the Boardwalk/Dune Crossover
o   Motion made by B. Sova, Second by D. Puccio to ask owners for special assessment for $88,500 to replace boardwalk, with balance coming from current reserves. Motion passed unanimously.
·      15 May 23 Special Membership Meeting Minutes
o   Vote Count of the Special Assessment for Boardwalk/Dune Crossover Replacement was 58 YES, 5 NO. There was a quorum and the vote passed.
·      22 Jun 23 Board Meeting Minutes
o   Dune crossover project established Oct 31st after turtle season to commence project
·      21 Sep 23 Board Meeting Minutes
o   Boardwalk to begin work on November 1st, should take 6 weeks.
o   Will need to use the Winterberry Public Beach Access during construction. We are not allowed to make a new path to the beach from the Chalet property.
·      2 Nov 23 Board Meeting Minutes
o   City building Dept is requesting additional information
o   CCSL variance petition without a planning board review
o   FDEP permit it is found in the FDEP application
o   General design questions to be answered by a Florida engineer
·      Permitting issues dragged on delaying the beginning or the project and were finally resolved in February 2024.
·      Construction began on 28 February 2024. 
o   All decking was removed by 29 February
o   Post removal began 1 March and completed 8 March 9, 2024
o   New materials were delivered 2 March        
 
Management:
·      This project is under the Aegis of the Building Committee
·      Dave Puccio, member of the Board and the Building Committee has the project lead.
 
Timeline:
·      Completion is to be before the start of Turtle Season in May.

·  Of the Dune Crossover special assessment totaling $88,500, only $115 had been spent as of 9/30.
